Permanent Secretary of the Ministry of Amerindian Affairs, Reginald Brotherson today disclosed that the Ministry has received a cheque of $20 M from the Ministry of Human Services and Social Security for the provision of a school uniform for each student in the hinterland areas of Regions One, Seven, Eight and Nine.
He said that the Ministry is in the process of preparing the appropriate quotations to purchase the uniforms.
Some of these uniforms will be purchased while others would be sewn by sewing groups in some of the targeted hinterland areas. This will assist in income-generation for those areas.
However, Mr.Brotherson urged the Regions that have not yet supplied their lists of students to receive uniforms, to do this as quickly as possible for the uniforms to be available in time for the new school term, beginning August 30.
Minister of Human Services, Bibi Shadick, during a recent visit to the hinterland, had given the assurance that her Ministry, in its efforts to ensure that all students attend school, especially those in the hinterland, had taken the new initiative this year to provide each school-child in the hinterland areas of the Regions mentioned with a school uniform.
Meanwhile, the Ministry's initiative to provide less fortunate students on the coastland with a school uniform is continuing. These students must meet the criteria that their parents cannot afford to provide them with a school uniform and they may not be able to attend school because of this deficiency.

Amerindian Affairs Ministry completes Birth Certificate issuance in Moruca.

The Ministry of Amerindian Affairs, in collaboration with the Ministry of Home Affairs , particularly the General Register Office, recently completed a birth certificate distribution one-week exercise in the Moruca sub-region of Region One (Barima/Waini).
The exercise was aimed at providing persons in the area with birth certificates, especially those who found it difficult to travel to Georgetown to do so or those who encountered problems acquiring the vital document.
A total of 147 birth certificates were issued to persons in the Amerindian villages of Manawarin, Santa Rosa and Waramuri. Most of these persons were not registered at birth and encountered problems especially as it relates to registration for school. Several other persons were found to be registered but had not applied for their birth certificates.
The necessary application forms will be provided to these persons through the Community Development Officer of the Ministry of Amerindian Affairs so that the certificates can be processed.
On a previous collaboration between the two Ministries, more than 2000 birth certificates were issued in the north and central areas of Region Nine (Upper Takutu/Upper Essequibo).
The exercise is an ongoing one, and Region Eight (Potaro/Siparuni) is the next scheduled area to be visited for the exercise to be carried out.

The Basic Education Access, Management Support Programme (BEAMS) is starting its new programme in assess the role of headteachers to improve their ability to enhance learning techniques.
The international literacy specialist and a senior research scientist for the Education Development Centre in Boston , Texas Mr. Robert Marino said that the BEAMS initiative is to focus mainly on nursery up to Grade 1.
He said that this is where the problem was found when they did their assessment at the CXC and Secondary School Entrance Examination (SSEE). Mr. Marino explained that the main problem is reading which will be corrected by using the Phoenix methods and this would be during a ten year period.
Dr. Anthony Bastick said that the education system can benefit from the evaluation of teachers who will be monitored and the statistics will determine how much help is needed.
The statistics will also show which individual teacher is the best in terms of their teaching ability and this can be spread all over the country to other schools TO improve examination results. HeadTeachers can also monitor performance through computers, digital radio, software, and cassette recorder.
There will also be questions prepared in a way that will show how the student is thinking and whether he/she understands. Teachers will use some of these questions but will also have to prepare questions of their own. Teachers will also contribute questions to the item bank with their names written on them.
He said that there will be classroom assessment to support individual learning, with areas of national sample-testing, primarily to assess the academic impacts of the BEAMS interventions with model questions.
There will also be a new method of assessment of skills and higher ability, values, judgments, attitudes and understanding.
This will bring a new and improved method of teaching in schools with the regular curriculum and also improvements in techniques.

Agreement for Guyana / China Business Council signed

Guyana and China today affixed signatures to notes that will facilitate the establishment of the Guyana / China Joint Business Development Council. The signing took place in the boardroom of Takuba Lodge that houses the Misnitry of Foreign Trade and International Cooperation.
China 's Ambassador to Guyana H.E. Song Tao, in probably his last official act in Guyana signed on behalf of the Chinese Government while Minister of Foreign Trade and International Cooperation Clement Rohee signed on behalf of Guyana .
In brief remarks before the signing, Ambassador Song Tao said the business council will be good for both countries as it will promote economic cooperation, trade and investments. He hopes that the Council would foster better understanding and create mutual benefits for Guyana and China .
According to the Ambassador, who has come to the end of his tenure as the Ambassador to Guyana , China values the friendship of Guyana .
The Ambassador used the opportunity to once more thank the Guyanese peole for their warm hospitality and friendship extended during his tenure and promised to continue to work for the development of Guyana .
Minister Rohee expressed similar sentiments on what is expected of the Council.
According to Minister Rohee, the Council is expected to enhance and promote relations between the private sector of Guyana and China .
“Governments can only play the role of facilitating agreements of this type. It is up to the private sectors to assume the responsibilities of making them work.” Minister Rohee said.
Calling on the private sectors of both countries to play their respective roles, the Minister said he has no doubt that they will live up to the expectations of their respective Governments.
Representatives of various private sector bodies including the Chamber of Commerce and the Guyana Manufacturers Association were at the signing ceremony.
Minister of Tourism, Industry and Commerce Manzoor Nadir was also present.
Minister Rohee also took the opportunity to thank the Chinese Ambassador for his many contributions he made towards strengthening relations between Guyana and China .
According to Minister Rohee, Ambassador Song Tao leaves Guyana with ‘flying colours', having accomplished much in terms of strengthening relations and promoting friendly ties between Guyana and China.
The Minister presented Ambassador Song Tao with a small token in appreciation of his sterling services that promoted Guyana / China relations.

The Ethnic Relations Commission (ERC) in partnership with the multi-donor, multi- UN Agency, Social Cohesion Programme administered by the United Nations Development Programme (UNDP) and Search for Common Ground will be hosting a film festival in Guyana from August 16-28, 2004.
The festival is aimed at introducing audiences to the types of conflict that exist around the world and strategies which were employed to overcome these conflicts and fostering discussion at the national level as it relates to overcoming the harms and injustices of the past
It is also aimed at addressing the issue of sustainable conflict transformation processes that embrace respect, trust, cohesion and a commitment towards constructive actions and a better future for Guyana and identifying constructive responses to challenges confronting Guyanese.

Over 3,000 vouchers that can be used in stores, will be given to needy children on the Coast. Each voucher is worth $1,500.
The Government of Guyana through collaborative efforts by the Ministry of Amerindian Affairs, the Ministry of Human Services and Social Security and the Ministry of Education has embarked on its annual distribution of free school uniforms to all students of Hinterland areas and the less fortunate on the Coast.
It is the first time that the Ministry of Amerindian Affairs has become involved in this initiative to give all the students in Hinterland communities a free uniform each.
The Ministry of Amerindian Affairs is in the process of purchasing uniforms for distribution in all Hinterland areas.
